 Abstrak: Selama bertahun-tahun, hubungan antara lingkungan dan hak asasi manusia telah mendapat perhatian global. Hubungan individu, hukum internasional sangat diperlukan. Namun, kegiatan domestik globalisasi memberikan efek pada perubahan iklim di mana tindakan dalam satu yurisdiksi mempengaruhi negara tetangga. Kedaulatan, kewajiban negara, merupakan instrumen yang dapat mengatur perlindungan hidup. Dengan latar belakang ini, artikel ini akan menilai kontribusi terhadap lingkungan, khususnya sejauh keberlakuan secara umum melalui 'aturan tidak merugikan', karena kerusakan lintas batas dihindari sebagian besar lingkungan.
